From uscis.gov, 12/10/2018: USCIS has issued a policy memorandum (PDF, 115 KB) (PM) providing guidance to USCIS officers on when to consider waiving the interview requirement for Form I-751, Petition to Remove Conditions on Residence.
This PM goes into effect on December 10, 2018 and applies to all Form I-751 petitions received on or after December 10.
Generally, USCIS officers must interview a conditional permanent resident who is the principal petitioner on a Form I-751, unless the interview is waived. This guidance explains that officers may consider waiving an interview if they are satisfied that:
-They can make a decision based on the record because it contains sufficient evidence about the bona fides of the marriage and that the marriage was not entered into in order to evade U.S. immigration laws;
-For Form I-751 cases received on or after December 10, 2018, USCIS has previously interviewed the principal petitioner;
-There is no indication of fraud or misrepresentation in the Form I-751 or the supporting documentation; and
-There are no complex facts or issues that require an interview to resolve.
When determining whether to waive an interview, these considerations apply regardless of whether the Form I-751 is filed as a joint petition or as a waiver of the joint filing requirement.
This PM applies to all USCIS officers adjudicating Form I-751 and fully replaces the June 24, 2005, PM, “Revised Interview Waiver Criteria for Form I-751, Petition to Remove the Conditions on Residence.”

On May 14, 2018, USCIS will begin recalling approximately 8,543 Permanent Resident Cards (also known as Green Cards) due to a production error.
The Green Cards were for approved Form I-751, Petition to Remove Conditions of Residence for spouses of U.S. citizens. The cards were printed with an incorrect “Resident Since” date and mailed between February and April 2018.
USCIS will send notices to individuals who received the incorrect Green Cards and to their attorneys of record, if they have one.
The affected individuals should return their incorrect Green Card to USCIS in the provided pre-paid envelope within 20 days of receiving the notice.
They may also return their cards to USCIS field offices. USCIS will send replacement Green Cards within 15 days of receiving the incorrect card.
The recall does not affect these Green Card holders’ status as lawful permanent residents.
If affected individuals need to travel internationally or prove their lawful permanent residence while they wait for a replacement card, they may contact the USCIS Contact Center at 800-375-5283 to determine if they need additional proof.
Spouses of U.S. citizens may apply for naturalization after three years of permanent residency and must meet other requirements.
The incorrect date on these cards could lead applicants to wait longer than necessary to apply to become U.S. citizens.

Today, December 23, 2016, USCIS posted a large number of new form versions. The forms all have an effective date of today, December 23, 2016, and the website indicates that no other versions of the forms are acceptable, with the exception of Form I-129. It appears USCIS is accepting prior version of Form I-129. No prior notice of these changes was given, and there was no alert sent to stakeholders today.
AILA reached out to USCIS and made it clear that it should have given notice to stakeholders and to demand a grace period during which prior form versions could be submitted. AILA also noted that form vendors need time to reprogram the case management software systems. USCIS responded that while it strongly encourages people to use the new version of the forms, as indicated on its website, it is aware that there may be older editions of the forms that have already been completed and are in the queue to be mailed and/or filed. USCIS said that it will be flexible and will apply discretion when receipting forms, rather than rejecting them outright.

On Sept. 10, 2018, USCIS changed the filing location for Form I-751, Petition to Remove Conditions on Residence.
This form was previously filed at the California and Vermont Service Centers.
Now, petitioners must send Form I-751 to a USCIS Lockbox facility (see below).
However, the California, Nebraska, Vermont, and Texas Service Centers will be the adjudicating offices.
When filing at a Lockbox facility, petitioners have the option to pay the fee with a money order, personal check, cashier’s check, or credit card.
