The U.S. Consulate General at Vancouver, B.C., Canada has confirmed that it will accept applications by third country nationals applying for their first H-1B visa, even if it is based on a university degree issued outside the U.S. or Canada.
Previously, these applicants were discouraged from applying at the post.
Note that appointments are limited and are released several months in advance; applicants should regularly monitor the appointment system to obtain a time/date that works for them as appointments are generally booked very quickly
